About CIS

The detectives in the Criminal Investigations Section are responsible for follow-up investigations of assigned cases. These cases are usually the more serious and/or complex incidents reported to the police department including, but not limited to; homicides, robberies, serious sexual assaults, serious physical assaults, child abuse, cyber crimes and other cases that demand unique investigative knowledge, time and travel. 

Detectives also continue to work closely with various law enforcement and public service agencies at the local, state, and federal levels, including out of state agencies.

Sergeant Richard J. Jackson

Has been with the Pendleton Police Department since May 3, 2000.  Under the direction of the Administrative Lieutenant, Sgt. Jackson is responsible for the direct supervision of the Criminal Investigations Division.  Sergeant Jackson has been in the investigation division since 2002 working both as a Narcotics Detective and Major Crimes Detective before promoting to Detective Sergeant in 2010.

Detective Howard Bowen

Has been with the Pendleton Police Department since October 16, 2001. Det. Bowen has been assigned to patrol as an Officer, Corporal  and Sergeant and assigned to the Community Service Officer position.  Det. Bowen  is a member of the Pendleton Police Department SWAT team, a firearms instructor and a member of the Umatilla/Morrow County Major Crime Team.

Detective Drew Hubel

Has been with Pendleton Police Department since  September 14, 2012. Det. Hubel has been Enforcement  Narcotics Team (BENT), Member of Pendleton  Police Department SWAT Team, Firearms Instructor, Glock Armorer,  Standardized  Field Sobriety Test Instructor, Drug Recognition Expert, and  a member of the Umatilla/Morrow County Major Crime Team.

Detective Chase Addleman 

Has been with the Pendleton Police Department since August 15, 2013.  Det. Addleman was assigned to the Patrol Division until he was assigned to the Detectives Division, specializing in property crimes in 2022. Det. Addleman is a member of the Pendleton Police Department SWAT Team, Firearms Instructor, Glock Armor, and Taser Instructor.  Det. Addleman is a member of the Umatilla/Morrow County Major Crimes Team.
