Meetings

Below are each of the Boards, Committees and Commissions of the City of Pendleton.  You can find the agendas and minutes by following links in each of the selected meeting boxes.

The Mayor and City Council are responsible for the formulation of City policy, enactment of legislation, control of revenues and expenditures through the annual operating budget, and appointment of members to citizen advisory boards and commissions. The Council is composed of eight members who are elected to four-year terms. The Mayor is also elected to a four-year term. The Mayor and City Council meet in regular session on the first and third Tuesday of each month at 7 PM.

 

To present information or request action by the City Council, citizens must submit their request/information to the Administration office at City Hall not later than noon of the Wednesday preceding the Council meeting in order to meet the agenda publication deadline. Established by the City Council in June of 1990, this volunteer committee’s purpose is to evaluate relevant air quality data, identify significant contributing emission sources, educate the public on air quality issues, and recommend appropriate emission reduction strategies to the City Council.

Established in 1965 by Ordinance No. 2493, the 11 member Airport Commission is responsible for recommending suitable rules and regulations for general program development at the Pendleton Municipal Airport, including policies governing general aviation, rental and maintenance of airport properties, or such other matters as it relates to the Airport.

The Arts Committee was established to make recommendations to the City Council on the expenditure of that portion of the transient room tax which is dedicated to making the arts available to the visitors to and residents of Pendleton. The Budget Committee is established under Oregon State law.  The Committee consists of the Mayor and City Council Members and 9 citizen members appointed by City Council.  The Committee will hold a series of meetings generally in April of each year and will review the proposed City budget for the coming fiscal year, make changes as needed, and recommend a final budget for adoption by the City Council.

Capital Improvement Program Committee

The 7-member Capital Improvements Program Commission was established by Ordinance No. 3241 to review the draft CIP prepared by the City staff, conduct public hearings, recommend changes to the draft CIP as needed, and recommend a CIP as amended to the City Council for approval.

The 7 member Pendleton Convention Center Commission was established by Ordinance No. 3427 in 1989 to be an advisory body to make recommendations to the City Council through the Convention Center Staff on matters concerning the Convention Center. The Convention Center Commission shall advise on all items relating to the operations of the Convention Center including but not limited to: Contracts, Building Improvements, Rental Fees, and Budget.

This seven-person volunteer committee oversees the Façade Restoration and Second Story grant programs of the Pendleton Development Commission. Façade Restoration grants are given to building owners to restore the exterior of Pendleton’s historic buildings within the urban renewal district. Second story grants are given to building owners to remodel or restore the upper stories of those historic buildings. Grants cover a portion of the total project cost. The committee scores grant applications to determine the amount of the grant and sets policies and procedures for the programs. Meetings are held on the second Wednesday of each month from 3:30-5pm.

Established in 2013 by Ordinance No. 3834, the Historic Preservation Commission, also called the Historic Landmark Commission, is responsible to identify, recognize, and preserve significant properties related to the community’s history; encourage the rehabilitation and ongoing viability of historic buildings and structures; strengthen public support for historic preservation efforts within the community; foster civic pride; and encourage cultural heritage tourism.

Established in 2016 by Ordinance No. 3900, the Housing and Neighborhood Improvement Committee is tasked with addressing the goals of the City Council to make housing a priority and to combat blight. Responsibilities include formulating and recommending policy to the Council on housing and community revitalization programs and implementation methods and procedures.

This seven-person volunteer committee oversees the Jump Start program of the Pendleton Development Commission. Jump Start provides a number of benefits to new and expanding small businesses located within Pendleton’s urban renewal district. Among benefits: low cost loans, free wifi, free mystery shops, free assistance with business planning and more. The committee reviews applications for admission to the program and evaluates loan applications from Jump Start members. Meetings are held on the third Monday of each month from 1:15-2:15pm.

Established in 1986 by Ordinance No. 3368, the Library Board is tasked with making recommendations to the City Council on library matters including suitable policies, rules and regulations, property, funding and budget recommendations, keeping informed about current library trends, and developing long range plans.

Established in 1961 by Ordinance No. 2368, the Parks, Recreation and Cemetery Board is responsible for recommending to City Council rules and regulations for public recreation, formulating policies for cultural activities on public playgrounds, indoor recreation centers and other facilities, developing plans for development of park and recreation facilities; make budgetary recommendations, and establish rates for services.

This eight-member volunteer committee provides advice to the Pendleton Development Commission by reviewing issues arising from development in the Pendleton urban renewal district. As an extension of the PDC it takes its direction from the PDC and digs into the details before giving the PDC its advice. It regular reviews the budget, the new requests for certain grants, and discusses larger development issues that may need to be addressed by the PDC. Meetings are held on the first Thursday of each month from 4-5:30pm.

The Pendleton Development Commission (PDC) is a governmental unit separate from the City of Pendleton, although the members of the City Council serve as directors of the PDC. The PDC manages the Urban Renewal District and is advised by citizen committee volunteers who meet monthly.  The Urban Renewal District includes the area south of the Umatilla River from Westgate to Highway 11 generally southerly to Frazer Avenue, with some segments south of Frazer.

Established by Ordinance No. 3261, the role of the Planning Commission is to develop, maintain, and implement the comprehensive plan, to protect the integrity of our community’s planning process, and to foster the community’s long-term interests through understanding land use planning, educating the public on land use, interpreting and applying zoning ordinance provisions, and making decisions and/or recommendations that reflect the values of the community.

Progress Board

The Progress Board was formed by City Council in 2005 as an organization of Pendleton citizens who are committed to execute with excellence the mission of a more progressive community, and committed to making this community an enjoyable and rewarding place to live and work.

The Solid Waste Advisory Board was established by Ordinance No. 3358 in 1986. Its mission is to be educated and knowledgeable on regulations and issues related to solid waste and recycling on behalf of the residents and businesses of the City of Pendleton. The Board meets annually to review all matters referred to it concerning rates, service, and policy, and report its recommendations to the City Council.

The Transportation Committee is an advisory committee that meets on an as-needed basis to provide direction on transportation programs that consist currently of senior/disabled taxi tickets, general public taxi tickets, senior meal site transportation, a daily van service serving the general public, parks and recreation summer inter-park rides, and an aquatic center summer transport.

TheTree Commission was established by Ordinance No. 3858 in 2015 to act in anadvisory capacity to the City Council with regard to all tree matters in parks,along streets and in public areas. The Commission is responsible to formulateand maintain a long-range, comprehensive community urban forestry plan; developlists of preferred trees, trees the Commission deems inappropriate or unfit,and areas of the city, with emphasis on public grounds, where certain species of trees are deemed appropriate for planting; present an annual budget; recommend new or modified rules as related to public tree activity; and develop a program for identifying and maintaining trees in the city which have significant historical, cultural, environmental or public significance.
