Mayor Turner just spoke with Commissioner Shaffer and received an update on Umatilla County and the direction of the Governor.
After a conversation with Governor Brown, Commissioner Shaffer shared it has been decided that UMATILLA COUNTY will NOT be going back to Phase 1 at this time.

Governor Brown will hold a press conference at 11 a.m. Wednesday morning and will be joined by representatives from the Oregon Health Authority.
Gov. Kate Brown will be moving Umatilla County back into Phase 1. Morrow and Malheur counties will also return to Phase 1 due to the higher number in cases. The change goes into effect Friday.
Phase 1 allows for a limited reopening of personal service businesses including salons, barbers, gyms, malls, restaurants, and bars with a mandatory 10 p.m. closure time. Indoor social gatherings are capped at 10 people, practicing social distancing. Cultural, civic, and faith gatherings are capped at 25 people with physical distancing for indoors or outdoors.
