The Umatilla County Soil and Water Conservation District may be able to help get grants for individuals replacing fencing and some irrigation equipment which was washed away or destroyed by the recent flooding. The best solution in repairing the creek beds, from the District’s perspective is to look at getting a group permit/group restoration project for each reach (led by the Lower McKay Water Control District). Which would allow the streambank to be stabilized from anchor point to anchor point. It will be an uphill battle due to the essential fish habitat designation, but it’s the only shot at getting a systematic stabilization (unless they remove the EFH designation). It certainly has a better message coming from one group, rather than multiple small projects scattered throughout which would be installed by different engineers and contractors.
